“On the organization of regular transportation of passengers...” it is determined that the carrier is obliged to begin transportation no later than sixty days from the date of the open tender. Thus, all 59 routes must begin carrying passengers no later than October 10, 2017.

It was the transition of transport workers to work under the new law that led to the closure of many “minibuses” running between Moscow and the Moscow region. It turned out that some routes were approved only by the capital’s Department of Transport, or only by the Ministry of Transport of the Moscow Region. For this reason, they could not enter the starting lineup of the new register of adjacent interregional routes between Moscow and the Moscow region. After the conclusion of an intergovernmental agreement, this document began to be jointly maintained by the transport departments of the two regions.

The agreement itself also appeared several months later than expected by the Federal Law. This further complicated the situation with commuter transportation. After all, all this time, many carriers worked without permits, without having any legal opportunity to obtain them. The last ones, as usual, were the passengers. In many places there was no alternative to routes that turned out to be illegal. This is the same situation that can be described, paraphrasing the well-known expression, as “closing cannot be agreed upon.” And no one dared to put a comma in it anywhere.

In the area of ​​responsibility of the Moscow Region Ministry of Transport, there were much more unilaterally agreed routes than those of the Department of Transport - 144 versus 59, but competitions were held for them at the end of last year. And in February-March, carriers already started operating on most routes.

The Moscow Department of Transport prepared much more competitions for its 59 routes. During this time, carriers who tried to work for them without the appropriate permits were repeatedly fined. Their cars were taken to impound lots. As a result, passengers were deprived of their usual means of communication.

Resetting in such a barbaric way route network, the capital's transport workers, however, did not raise transportation to a higher quality level, as was done with city routes. New and “old” suburban lines will continue to operate at unregulated tariffs, without providing passengers with benefits. A quite serious struggle has unfolded for the right to serve the revived routes. For many lots the number of participants reached five to nine. Only one application was submitted for only two routes passing through the territory of New Moscow. Among the winners of competitions already held, there is not a single company that is an official carrier, although a number of them tried to participate. But the list contains their close “relatives” who are part of the same transport holdings.

Some carriers were not visible on the capital's roads for almost a year, after August 15 last year. Now the companies “Goodwill”, “Mentor 1”, “West Line”, “Lyubertsy Transport Agency” are back in the game. Some, like Krasnogorsk-Avto, Balashikha-Express and Autoline-Mytishchi, 6th Taxi Park, Northern Trakt, did not stop working on other suburban routes agreed upon by both regions. There are also those whose names have not previously appeared in transportation in the Moscow region - “Trans-Balt”, “Reliable travel companion”.

Although most of the 59 routes being launched have operated before, there are also some that passengers will be able to travel on for the first time.
