And this, as Volgograd residents think, the day of the great transport “apocalypse” is approaching: according to the order of the Committee of Transport, Industry and Communications of the Volgograd Administration No. 99-r “On the cancellation of municipal transportation routes,” on April 15, some “gazelles” will not go on the road.

Of course, hundreds of new buses are already roaming the streets of Volgograd. And if you look at the situation from the windows of bureaucratic offices and their official cars, it seems that the problem passenger transportation has already been decided. And if you go to a bus stop during the evening rush hour, it is clear that Volgograd residents are still waiting for their usual minibus, which will take you straight to your home and stop “around the bend,” “behind the traffic light,” “at the store.” The gazelles are still full of people standing and practically lying down. One day, when Volgograd minibuses staged a car rally, and people had to switch to buses and electric transport, showed that large-capacity transport is not yet able to accommodate everyone who does not have a personal car.

Of course, Gazelles will not completely disappear from our streets. In addition to buses, 45 routes serving small and medium-capacity transport will remain operating in the city. Only duplicate routes will be removed. And those that currently have nothing to replace will carry passengers, as before, to remote villages and neighborhoods.

The mayor's office has announced auctions for 6 routes from this list. They will be served by 72 buses, which will offer discounts and accept transport cards for payment. Buses will operate on routes No. 43 “39th Gvardeyskaya - Aluminum Plant”, 61 “Dzerzhinsky Square - Verkhnezarechensky Village”, 68 “Vodstroy Village – Hydroelectric Power Station Village”, No. 79 “Tatyanka-2 Village – Houses of River Workers”, No. 98 “ Riverport - Metro shopping center and route No. 31k from Verkhnyaya Elshanka to Gornaya Polyana.

3. WILL THERE BE SUBURBAN MOUTHUTES?

As explained by “KP” - Volgograd” in Committee of Transport and Road Facilities of the Region, until the end of this year, all regional minibuses will operate as before (we are talking about minibuses that travel from Volzhskoye, Gorodishche, Krasnoslobodsk, and pass through Volgograd).

In 2018, adjustments to the movement of this type of transport are possible in accordance with the planning document for transportation on intermunicipal routes, which is currently being developed, the committee noted.

Punishment can be imposed on a driver in the amount of up to 5 thousand rubles, on officials in the amount of up to 30 thousand, on a legal entity - up to 300 thousand.

From May 15, these trolleybuses will change their routes. Thus, trolleybus route No. 9, which previously ran from Spartanovka to the Red October plant via the Second Longitudinal Highway, is now being extended and will operate within the boundaries from Spartanovka to Kuibyshev Square.

Passengers of trolleybus route No. 12 have the opportunity to travel without transfers through the entire northern part of the city, but already along the First Longitudinal Highway. Combined with route No. 8, it will more than double its length.

The updated route connects the “Children's Center” and “Spartanovka” terminal stops. The traffic interval here will also not change and will be 4-5 minutes during rush hours.

In the northern direction, passengers continue to be served by low-floor buses on routes No. 20, 21, 25, 95.

The Moscow Department of Transport has announced competitions for the right to service routes at unregulated tariffs. All of them will connect Moscow with the nearest suburbs. The fare here will be set by the carrier, and city and regional benefits and Troika and Strelka cards will not be valid.

On April 19, 2017, notices of the first two tenders were published on the website of the Moscow Department of Transport, one route for each tender. Routes became “pioneers” No. 164k“Zelenograd (st. On April 21, 2017, two more competitions were announced: for the right to service the route № 1018 "Moscow (metro station "Altufyevo") - Hypermarket "Auchan" (84 km MKAD)" (15 middle class buses), as well as routes № 1141 "Moscow (metro station "Chertanovskaya") - shopping center "New Luzhniki"" (10 small class buses) and № 1142 “Moscow (3rd microdistrict Shcherbinki) – shopping center “New Luzhniki”” (six small and medium class buses each).

At the end of 2016, the Ministry of Transport of the Moscow Region announced 13 competitions for the right to service suburban routes heading to Moscow. At the same time, one competitive proposal could combine routes serving distant cities of the Moscow region - for example, Mytishchi, Krasnogorsk and Dubna. As a result, new carriers were identified for 144 destinations, which they entered in February-March 2017.

The first steps of Moscow transport workers show that they followed a different principle, announcing competitions for one or two routes. However, studying the experience of regional colleagues led to the fact that the restart of interregional routes under the jurisdiction of the Department of Transport will occur almost six months later than those located near Moscow.

In the coming days, it is planned to announce competitions for other routes. Until the end of May-beginning of June, applicants will be able to submit their applications, and a month later the final results of the competitions will be announced. The winners will be able to start the routes in July-August this year.

Most of the routes competed for in competitions were already familiar to passengers, but stopped operating last year due to the lack of new permits from carriers. This was greatly facilitated by the transition of transport workers in the capital and region to work according to new rules introduced by Federal Law No. Some transport companies continued to serve the same routes at their own risk.

They want to eliminate such situations in the future. The routes are included in the general register of adjacent interregional routes of Moscow and the Moscow region. And permits issued by the Moscow Department of Transport based on the results of competitions will be recognized by regulatory authorities in the Moscow region. The concluded agreements with carriers will be valid for five years. , concluded last year by two regions, made it possible to establish a procedure for mutual recognition of routes that previously caused sometimes insoluble contradictions between transport departments.

Preliminarily, more than 50 routes will gain “new” life next summer. They will operate about 500 buses, mostly of small class:

The launch of additional routes will help the Department of Transport improve service to many urban areas, including Biryulyovo Vostochny, Zhulebino, Zelenograd, Ivanovskoye, Izmailovo, Krylatskoye, Lianozovo, Maryinsky Park, Nekrasovka, Strogino, New Moscow, as well as neighborhoods along Leninsky and Kutuzovsky Avenues. After the cancellation of minibuses last year in Moscow, it was not possible to provide compensation with city buses everywhere. Mosgortrans' purchases of large quantities of buses do not bring the desired result, since the shortage of driver personnel remains relevant - traditional for the capital.

In this context, the policy of refusing to fully renew the trolleybus fleet looks short-sighted. This type of transport, like trams, has always attracted Muscovite drivers more, and the personnel problem here has always been less acute. And many drivers are even ready to work only on minibuses. They are used to driving minibuses, which the main city carrier practically does not have in stock.

The only way to attract these labor resources to transport passengers is to partially return minibuses. Many passengers will also be happy about the return of minibuses - the format of transportation with payment of fares in cash was more attractive for many than city buses operating according to a schedule and a single tariff menu.

Already at the beginning of next week, residents of the hero city will be faced with the third and final stage of the cancellation of the usual transport for Volgograd - minibuses. From May 15 in Volgograd, 15 minibus taxis, along with them two buses.

Let us remind you that this stage will be the last among three in the abolition of minibuses in Volgograd, the second, which also “hit” the residents of the hero city, occurred on April 30. Then 13 popular routes and one bus disappeared from the roads of most areas. However, just three days later, the city administration reported that the comprehensive transport scheme of Volgograd was supplemented by three updated routes: No. 78, 44 and 40. Moreover, the latter was reduced by half, and its final one is located in the Sovetsky district of the city. Although previously this was one of the longest routes in the city: Volgograd residents traveled on it for 30-40 rubles from Krasnoarmeisky to Traktorozavodsky district and back.

Now residents of the Krasnoarmeysky and Kirovsky districts get to their homes with transfers, for which, accordingly, they pay at a double rate.

The first wave of minibus cancellations occurred almost a month ago - on April 15, and the townspeople managed to defend some of them, again - on their own. And thus, according to the plan of the Volgograd administration, almost all minibuses in the city should stop operating.

At the same time, we recall that by May 19, the court invited the Volgograd administration to provide documents on the basis of which it was decided to cancel the minibuses that were quite popular among Volgograd residents; earlier the mayor’s office ignored a similar request from the Volgograd OFAS. It is curious, but today, May 12, as reported by the Volga-Caspian news agency, officials also ignored a meeting with the public at a round table, where vital issues were discussed for Volgograd residents, including the introduction of a transport scheme in the city. Probably, in this way, local authorities showed that they are once again not ready to discuss pressing city issues with citizens.
