A year and a half ago, in strict accordance with the terms of the contract, the plant " Nizhny Novgorod Motor Ship" and the North-Western Basin Branch of the FSUE "Rosmorport" signed an acceptance certificate for the pilot vessel of the BLV01 project. This was the first furnishing vessel of this class and functionality in the entire post-Soviet period. Today, ZNT is building two more BLV02 project vessels, having carried out modernization in accordance with the requirements of the customer, which is FKU Rechvodput.

A year and a half ago, this new “breakthrough” project was implemented within the framework of the development program of the Federal State Unitary Enterprise “Rosmorport”. The vessel was built in just a year: on July 15, 2010, the solemn ceremony of laying the keel of the pilot vessel of project BLV01 took place; on July 15, 2011, the acceptance certificate for the delivery of the vessel was signed by the customer.

Already during the sea trials, which included the trial installation and lifting on board of heavy buoys of the BMBL-78 type and the deployment of OSR equipment, it was confirmed that the BLV01 project vessel has broad functionality, excellent running and maneuvering characteristics.

– The vessel is equipped with the most modern mechanical and electrical equipment, a propulsion system with a high level of automation and meets all the requirements of the international convention,” says CEO JSC "Nizhny Novgorod Motor Ship Plant" Sergey Konovalov. The main feature of the constructed vessel is its versatility, a combination of properties and technical capabilities. “In modern conditions, we strive to ensure that the vessels of the technical and auxiliary fleet are more efficient in operation: one platform should ensure the fulfillment of a variety of tasks in servicing the needs of ports and routes,” says Vladimir Shrambrand, head of the Fleet Development and Construction Department of the Federal State Unitary Enterprise “Rosmorport” "

Thus, in addition to its direct purpose - performing navigation and hydrographic work, installing navigational aids (Aids to Navigation) on the approaches and in the waters of the port, their maintenance and surveying, the BLV01 project pilot vessel, if necessary, can simultaneously solve other tasks, for example, provide delivery of cargo and fuel to the islands where automated posts of the Gulf of Finland vessel traffic control system are located.

“The vessel is equipped with equipment for oil spill response (OSR), including skimmers for collecting oil products from the sea surface, and can also install booms,” says Alexander Fokin, head of the project and shipbuilding support department of the Fleet Development and Construction Department of the Federal State Unitary Enterprise "Rosmorport".

In addition, to ensure that the vessel carries out hydrographic and surveying work, the installation of a hydrographic DGPS receiver, a hydrographic echo sounder, a sensor for measuring the vertical speed of sound in water, as well as a side-scan sonar is provided, which makes it possible to effectively solve problems of measuring depths.

It is important that the vessel was built to solve special problems in accordance with the functions assigned to the Federal State Unitary Enterprise “Rosmorport” for the maintenance and servicing of aids to navigation in the waters of seaports and approaches to them.

“The innovation of this project lies in the combination of modern technical and technological solutions that significantly improve the functionality of the vessel,” says Gennady Egorov, General Director of the Marine Engineering Bureau.

Among the successful solutions, according to experts, is the very shape of the hull: the vessel is wide enough, which makes it stable. For the first time on vessels of this class, two modern full-rotary rudder propellers with a power of about 405 kW on each propeller were used as a single means of propulsion and control of the vessel, which made it possible to build a vessel with a shallow draft and the ability to operate in shallow water. The vessel also has a completely glazed pilothouse with a 360-degree view, which is uncharacteristic for this type of vessel. For the first time during construction, the decision was made to use the bow part of the deck to work with buoys of large dimensions and weight. The middle location of the working deck allows you to simultaneously place 4 heavy BMBL-78 buoys with anchor devices.

– We looked for the best design solutions even on construction stage, recalls Sergei Konovalov, General Director of ZNT OJSC. – We had a constant dialogue with the designer and the customer, made changes to the documentation, carried out the first tests with the future crew, since an experienced captain knows better than anyone how a ship should operate in real conditions. We all worked towards the same goal and, despite the fact that such a vessel was being built for the first time in the country, we achieved an impressive result. Taking into account the experience of operating the vessel, over the course of 1.5 years, specialists from FSUE “Rosmorport” clarified the requirements for the vessel and developed proposals for improving individual design solutions.

“In particular, the issue of installing a thruster on the vessel and introducing dynamic positioning elements is being considered,” Alexander Fokin shares his ideas. – In addition, solutions are being considered to make changes to the design of the propulsion system in order to improve the controllability of the vessel when moving in small ice. According to representatives of the customer, the appearance of this vessel was extremely necessary, since situational vessels had not been built in the country since the mid-80s of the last century.

“The experience in the construction and operation of the vessel “Dmitry Sirotkin” will be taken into account by our enterprise and design organizations during the construction of pilot vessels of new projects,” Alexander Fokin is confident. – The construction of pilot vessels for the Federal State Unitary Enterprise “Rosmorport” is currently considered one of the top priorities.

Furnishing vessel of project BLV02

On March 15, 2012, shipbuilders of Nizhegorodsky Teplokhod Plant OJSC laid the keel of a furnishing vessel of project BLV02 (building number 902); a few months later, in August 2012, the keel of another similar vessel was laid (building number 903).

An open competition for the construction of two stage ships was announced by FKU "Rechvodput" in October 2011. The contract between the state customer and the winner of the competition, the Nizhny Novgorod Teplokhod plant, was signed on December 21, 2011. In accordance with the terms of the contract, ZNT will build two stage vessels in 675 days vessels: for the Federal State Institution "Volgo-Baltiyskoe State Budgetary Institution of Internal Affairs of the Russian Federation" (St. Petersburg) and for the Federal State Institution "Belomorsko-Onezhskoe State Budgetary Institution of Internal Medicine and Situations" (Medvezhyegorsk).

“These surveillance vessels are designed to monitor the state of navigation on inland waterways and port waters, and to provide navigational barriers to navigation,” says Nikolai Klochenko, deputy head of the Rechvodput Federal Institution. – Vessels will also monitor the lighting of lights on illuminated traffic signs, maintain navigation signs and repair lighting equipment.

According to experts, there is a need for such courts. They can work in internal pools of the “M” category - lakes Ladoga, Onega and Lake Baikal. Potential customers for such vessels may be the Volgo-Baltiyskoye State Budgetary Institution of Internal Affairs of the Russian Federation, the Federal Budgetary Institution "Belomorsko-Onezhskoe State Budgetary Institution of Internal Affairs of Internal Affairs of the Russian Federation", the Federal Budgetary Institution "Baikal-Angarsk State Budgetary Institution of Internal Affairs and PiS". The BLV02 project vessels under construction have a class M-SP 3.5 (ice 40) A and will be operated on inland waterways and sea areas, taking into account the restrictions corresponding to the class. The new vessels may replace the outdated Project 722 “M” class furnishing vessels.

Unlike the basic project BLV01, taking into account the operating conditions of the vessels under construction, some functions are excluded, such as participation in OSR operations, bottom inspection and others.

Unlike the BLV01 project, which is operated exclusively in offshore areas, the BLV02 project vessel will be operated on inland waterways and sea areas, taking into account the restrictions corresponding to the class M-SP 3.5 (ice 40) A, with a wave height of 3.5 m (versus 6.0 for BLV01).

The conditions for the future operation of the vessels determined a number of design changes in the project, which were agreed upon with the builders and the developer of the design documentation, ZNT-Engineering company.

The main changes made to the project:

  • the ships have additional cabins for more comfortable living conditions for the crew (12 people and 5 inspectors);
  • improved visibility from the wheelhouse;
  • an emergency diesel generator has been installed;
  • To reduce the vessel's roll, bilge keels are installed.
