There are only a few weeks left before minibuses return to their usual routes connecting Moscow and the Moscow region. The capital's Department of Transport held competitions to select carriers to serve them. The countdown of days to the start of their work has begun.

Better late than never. Is worse better than nothing?

On April 19 it was announced that it would be held. In total, 30 competitions were determined to compete for 59 routes, the last of which started on June 16. And already on June 19, the first carriers were identified. It is already known who will serve the first 50 routes. For the rest of the competitions, the competitions will end until mid-August.

“On the organization of regular transportation of passengers...” it is determined that the carrier is obliged to begin transportation no later than sixty days from the date of the open tender. Thus, all 59 routes must begin carrying passengers no later than October 10, 2017.

It was the transition of transport workers to work under the new law that led to the closure of many “minibuses” running between Moscow and the Moscow region. It turned out that some routes were approved only by the capital’s Department of Transport, or only by the Ministry of Transport of the Moscow Region. For this reason, they could not enter the starting lineup of the new register of adjacent interregional routes between Moscow and the Moscow region. After the conclusion of an intergovernmental agreement, this document began to be jointly maintained by the transport departments of the two regions.

The agreement itself also appeared several months later than expected by the Federal Law. This further complicated the situation with commuter transportation. After all, all this time, many carriers worked without permits, without having any legal opportunity to obtain them. The last ones, as usual, were the passengers. In many places there was no alternative to routes that turned out to be illegal. This is the same situation that can be described, paraphrasing the well-known expression, as “closing cannot be agreed upon.” And no one dared to put a comma in it anywhere.

In the area of ​​responsibility of the Moscow Region Ministry of Transport, there were much more unilaterally agreed routes than those of the Department of Transport - 144 versus 59, but competitions were held for them at the end of last year. And in February-March, carriers already started operating on most routes.

The Moscow Department of Transport prepared much more competitions for its 59 routes. During this time, carriers who tried to work for them without the appropriate permits were repeatedly fined. Their cars were taken to impound lots. As a result, passengers were deprived of their usual means of communication.

Having reset the route network in such a barbaric way, the capital’s transport workers, however, did not raise transportation to a higher level of quality, as was done with city routes. New and “old” suburban lines will continue to operate at unregulated tariffs, without providing passengers with benefits. Troika, Strelka, 90 Minutes, United and other travel tickets will not be valid here either.

Old friends and more

A quite serious struggle has unfolded for the right to serve the revived routes. For many lots the number of participants reached five to nine. Only one application was submitted for only two routes passing through the territory of New Moscow. Among the winners of competitions already held, there is not a single company that is an official carrier, although a number of them tried to participate. But the list contains their close “relatives” who are part of the same transport holdings.

Some carriers were not visible on the capital's roads for almost a year, after August 15 last year. Now the companies “Goodwill”, “Mentor 1”, “West Line”, “Lyubertsy Transport Agency” are back in the game. Some, like Krasnogorsk-Avto, Balashikha-Express and Autoline-Mytishchi, 6th Taxi Park, Northern Trakt, did not stop working on other suburban routes agreed upon by both regions. There are also those whose names have not previously appeared in transportation in the Moscow region - “Trans-Balt”, “Reliable travel companion”.

Although most of the 59 routes being launched have operated before, there are also some that passengers will be able to travel on for the first time. These are, in particular, routes №№ 1105 “Moscow (Rasskazovka) – art. Other routes are well known to passengers with completely different numbers. New routes

“At the next meeting of the interdepartmental coordinating council on the formation of a network of routes, it is planned to raise the issue of opening two new adjacent interregional routes No. 1234k “Torbeevo - Art. Lyubertsy - metro station Kotelniki" and No. 1244k "city. Lyubertsy (Krasnaya Gorka microdistrict) - Mega Belaya Dacha shopping center - Bratislavskaya metro station,” says the official letter from the Ministry of Transport.

If the decision is positive, these routes will be included in the register of adjacent interregional routes of regular transportation between Moscow and the Moscow region. After this, an open competition will be announced to select a carrier.

Also at the meeting it is planned to consider the issue of increasing the number Vehicle, working on route No. 501 “Lyubertsy (Tourist store) - Moscow (metro station Vykhino).”

According to the Ministry of Transport of the Moscow Region, the capital's transport department is holding a competition to select carriers for the following routes:

- No. 1093 “g. Moscow (market “Gardener”) - Kotelniki (3rd Pokrovsky proezd)”;

- No. 1103 “g. Moscow (metro Zhulebino) - Oktyabrsky (Novaya St., 1)";

- No. 1074 “g. Moscow (Sadovod market) - Kotelniki (Mega Belaya Dacha shopping center) - Moscow (metro station Lermontovsky Prospekt)”;

- No. 956 “g. Moscow (metro station Vykhino) - Kotelniki (shopping center "Mega Belaya Dacha");

- No. 1121 “g. Moscow (metro station Lyublino) - village Motyakovo”;

- No. 1182 “Moscow (TC Kosino Park, Svyatoozerskaya St., building 5) - Lyubertsy (Lyubertsy station)”;

Some representatives preferential categories citizens complain that in minibuses they have to pay the full cost of a ticket, that drivers do not provide them with the benefits they are entitled to.

According to the law, passenger transportation is carried out both at regulated tariffs - with the provision of benefits, and at unregulated tariffs, which are set by the carrier itself.

According to the Ministry of Transport, when passenger transportation at unregulated tariffs, the carrier makes the decision to provide benefits independently, based on the financial capabilities of the transport organization. Neither federal nor regional laws oblige the carrier to provide benefits. Transportation of privileged categories of citizens is not compensated, tax benefits are not provided.

Thus, prices at unregulated tariffs are influenced by various factors, primarily the price of fuel and the cost of equipment maintenance. In addition, the level of competition in the transport services market plays a role. Given the high saturation route network in Lyubertsy, the Ministry of Transport does not expect tariff increases.

According to the administration of Lyubertsy, the decision to cancel some buses in the city district was made by the Ministry of Transport of the Moscow Region without prior approval and notification of the administration about the decision.

“Currently, there are no plans to open new municipal routes,” says an official letter from the Lyubertsy administration.
